The Japanese rice cup is one gō, 180 ml. Water is 1.1 to 1.2 times that — about 200 ml. That is measuring by volume.
日本の米カップは1合=180ml。水はその1.1〜1.2倍、およそ200ml。これが体積で測る場合。
By weight it depends on the pot. The ministry gives 1.5× the weight of the rice as the baseline, counting evaporation, then notes that modern electric cookers lose less and want 1.3–1.4×. Donabe: 1.5. Rice cooker: about 1.35. Both figures are on the same official page.
重さで測るときは道具で変わる。農林水産省は、蒸発する分まで含めた基準として米の重さの1.5倍を挙げ、そのうえで蒸発の少ない近年の電気炊飯器では1.3〜1.4倍だと書いている。土鍋なら1.5倍、炊飯器なら1.35倍。同じページに両方書いてある。

Method
手順
Throw out the first water immediately. Dry rice drinks fastest, and you do not want it drinking bran. Then rinse gently two or three times. Pressure breaks the grains.
最初の水はすぐ捨てる。乾いた米が一番よく吸うので、ぬかの匂いを吸わせない。その後2〜3回、優しく研ぐ。力を入れると割れる。
Soak 30 minutes in summer, an hour in winter. The ministry does not split by season and says at least 30 to 60 minutes, with one to two hours preferable.
浸水は夏30分、冬1時間。農林水産省は季節を分けず「最低30〜60分、1〜2時間が適当」としている。
Rest it 10 to 15 minutes with the lid on. Then cut through it with the paddle to let the last steam out.
炊き上がったら10〜15分蒸らす。蓋は開けない。最後に切るように混ぜ、余分な蒸気を逃がす。
